Stuffed Cabbage Rolls

1 lb ground beef
1 cup green pepper diced (optional)
1 small can of tomato paste
2 cups of rice
black pepper
12-15 cabbage leaves
2 cups of tomato juice

preheat oven at 400 degrees
wash the cabbage leaves. cook the rice in the milk. when rice has cooked poor into bowl with leftover milk from pot. mix with ground beef and green pepper. place a generous amount of the meat mixture on the cabbage leaf and roll it up. put a small layer of tomato paste on the bottom of a casseroll dish. place the rolls in the dish layer more of the tomato paste on them. keep this up until all of the rolls are in the dish. pour 2 cups of tomato juice into the the dish. place in oven for 4 hours.
