Layered Hamburger Casserole

1 lb. Ground Beef
1 Medium Onion - finely chopped
4 Medium Potatoes - peeled and sliced
1/4 tsp. Pepper
1 can Vegetable Soup
1 can Cream of Mushroom Soup
1/2 C Water

Brown ground beef, then drain. Add chopped onion and continue to cook until onion is soft. Put half of the potatoes into a greased 2qt. casserole dish. Top with half the meat mixture; repeat. Sprinkle with pepper. Combine vegetable and mushroom soup with the water. Pour over casserole. Bake in a pre-heated 350F oven for 1 hour or until potatoes are tender.
