Busy Day Cabbage Bake

1-1/2 pounds ground beef
2 tablespoon oleo or oil
1 large onion, chopped
1/2 teaspoon garlic powder
1/4 teaspoon pepper
1/2 teaspoon salt
1/2 cup rice
3 pounds cabbage
1 can tomatoes
1 can tomato sauce
Grated Romano cheese

Brown beef and onion with salt, pepper and garlic powder in oleo. Cook rice according to package directions. Parboil cabbage; drain and cut into strips. Mix rice and meat mixture. Grease a 9 x 13-inch pan. Start first layer with meat, then cabbage strips. Mix 1 can tomatoes with 1 can water and 1 can tomato sauce. Add 1/2 of this to meat/cabbage layers. Top with Romano cheese. Repeat layers of meat/cabbage/sauce/cheese. Cover with foil. Bake 1 hour at 350 degrees F.
